A speaking outline is useful when you need structure without reading a script. The goal is to preserve the route through the conversation: why you are speaking, what the listener needs to know, where uncertainty sits, and what should happen next.
1. Write the purpose first
State what this interaction needs to accomplish: inform, decide, ask, align, escalate, explain, or collect feedback. A visible purpose makes it easier to remove details that are interesting but not useful for this conversation.
2. Add the minimum useful cues

How many bullets should I use?

Should the bullets be full sentences?
Only when a sentence must be stated precisely. Otherwise use short cues that remind you of the point while allowing natural speech. If the outline becomes a page of paragraphs, it is functioning as a script rather than a speaking aid.
What belongs in a decision-oriented update?
Make the current state, the important change or constraint, and the requested decision or next step easy to locate. Add supporting detail only when the listener needs it to make the decision.
